The CMR is an abbreviation of the French title of the convention, <em>Convention relative au contrat de transport international de marchandises par route<\/em>). The electronic <strong>CMR<\/strong> consignment note ensures greater efficiency. For road transport professionals, it guarantees optimum traceability of deliveries.<\/p>\n<h2 id=\"what-professionals-are-concerned-by-the-consignment-note\"><span id=\"What_professionals_are_concerned_by_the_consignment_note\">What professionals are concerned by the consignment note?<\/span><\/h2>\n<p>The international consignment note is a document whose terms are established by the Convention on the <a href=\"https:\/\/unece.org\/DAM\/trans\/conventn\/cmr_e.pdf\" target=\"_blank\" rel=\"noopener\"><u>Contract for the International Carriage of Goods by Road<\/u><\/a> (CMR for short). It comes from the French title of the convention, <em><strong>C<\/strong>onvention relative au contrat de transport international de <strong>M<\/strong>archandises par <strong>R<\/strong>oute<\/em>. This is why it is also called CMR document.<br \/>\nThis agreement, signed in Geneva in May 1956, entered into force two years later.<\/p>\n<h3 id=\"types-of-transport-subject-to-the-CMR-note\"><span id=\"Types_of_transport_subject_to_the_CMR_note\">Types of transport subject to the CMR note<\/span><\/h3>\n<p>The Geneva Agreement concerns the <strong>carriage of goods by road<\/strong> with payment in one of the following vehicles:<\/p>\n<ul id=\"imglist\">\n<li>Vehicles<\/li>\n<li>Articulated vehicles<\/li>\n<li>Trailersand and semi-trailers.<\/li>\n<\/ul>\n<p>This treaty also applies to multimodal transport, where at least part of the transport is carried out by road. Only &#8220;the place of taking over of the goods and the place designated for delivery, as specified in the contract&#8221; are relevant. If one of the two countries &#8211; of departure or arrival &#8211; has ratified the treaty, it will apply by right.<br \/>\nIn 2022, 58 countries have ratified or signed the Convention, according to the official status of the <a href=\"https:\/\/treaties.un.org\/pages\/ViewDetails.aspx?src=IND&amp;mtdsg_no=XI-B-11&amp;chapter=11&amp;clang=_en\" target=\"_blank\" rel=\"noopener\"><u>treaty published by the United Nations<\/u><\/a>. All 27 members of the European Union as well as Switzerland have ratified the CMR.<\/p>\n<h3 id=\"the-national-consignment-note-possible-adjustments-state-by-state\"><span id=\"The_national_consignment_note_possible_adjustments_state_by_state\">The national consignment note: possible adjustments state by state<\/span><\/h3>\n<p>While the CMR consignment note is required for some international transport, the countries can also require &#8220;the use in transport operations entirely confined to their territory of consignment notes representing a title to the goods&#8221;. In other words, the Geneva Convention sets minimum rules&#8230; but there is nothing to prevent the authorities from requiring more from carriers transiting their territory.<\/p>\n<p>For example, in France the decree of November 9th 1999 regarding transport documents specifies that the consignment note must be on board of any vehicle carrying out :<\/p>\n<ul id=\"imglist\">\n<li>A contract of carriage of goods by road, whether domestic or international (Article 4).<\/li>\n<li>The transport of furniture or objects for furniture removal companies (Article 6).<\/li>\n<\/ul>\n<p>Therefore, only carriers and movers offering services for third parties are concerned. If the company is transporting goods on its own account, an invoice, a removal order or a <a href=\"https:\/\/antsroute.com\/en\/solutions\/delivery-note-definition-and-instructions\/\"><u>delivery note<\/u><\/a> is sufficient.<\/p>\n<p>In Belgium, the general rule is that the CMR consignment note is used, regardless of whether the transport is national or international. In practice, it is almost always the professional commissioned to carry out the transport who handles these steps.<\/p>\n<h3><span id=\"Required_information_in_an_international_CMR_note\">Required information in an international CMR note<\/span><\/h3>\n<p>There is no specific format imposed for its drafting.
